About the Site

This website is under the auspices of the Irish Centre for Human Rights, National University of Ireland, Galway.

It is maintained concurrent to the Summer School on Minority & Indigenous Peoples Rights Law held each year in the second week of June at the Irish Centre for Human Rights in Galway, Republic of Ireland.

We welcome researchers working on minority rights from all over the world and seek to provide a resource for policy makers, advocates and academics engaged in these issues.

The site itself has been designed and is maintained at the United World College of the Atlantic (Wales, UK) where some students are involved in a Web Design Service (w3S) as part of a College-wide community service commitment.

Purpose

The purpose of this website is to improve access to information and knowledge by the creation of a regularly updated database of news items, statutes, cases and analysis pertaining to the protection of minority rights globally. The website aims to effectively disseminate information about the growing relevance of minority rights law; and to facilitate the exchange of information and expertise among researchers, professionals and advocates of indigenous and minority rights. This site will mainly focus on the academic research into the legal positions of minorities, and on the documenting legislation in different countries.

International Law has so far provided us with no universally accepted and binding definition of a minority, and efforts by the United Nations to define a minority have proved unsuccessful, but Article 27 of the 1966 International Convention on Civil and Political Rights (ICCPR) reads:

In those States in which ethnic, religious or linguistic minorities exist, persons belonging to such minorities shall not be denied the right, in community with the other members of their group, to enjoy their own culture, to profess and practise their own religion, or to use their own language.
